The Study On The Problem Of Farmers Water Association Participating In Irrigation Management

At present, there are problems in management system, difficult to take water charges, management "vacancy" in the minor channel projects in irrigation areas. It should make a clear body of water users, guide the consciousness of water saving to water users, and cherish public water facilities to reform the management model and use water rationally. Under these circumstances, the water user association of farmers is introduced to participate in irrigation management. It advocates water users to participate in irrigation management actively at the minor channel system.In 1995, with the aid of the World Bank Projects, it is the first time to do the pilot projects in Zhanghe irrigation area of Hubei Province and Tieshan irrigation area of Henan Province. After 10 years of exploration and promotion, the model of water user association participating in irrigation management has developed in other provinces. The results are positive, but reveal some problems. In the paper, using the experience for the reference at home and abroad, using the foundation and development of Shandong water user association of farmers as the example, the author summarizes the effect of water user association of farmers participating in irrigation management from all angles, discusses the problems during the foundation and running of water user association, such as irregular foundation, unbalanced development, lack of operation and fund. From four aspects of system, talents, fund and technique, the author analyzes the causes of limiting the development of the association and puts forward the countermeasures and suggestions for the existing problems. The author brings forward that different participation method should be adopted in different irrigation area in line with local conditions and points out that the government should play a correct role in the process of water user association of farmers participating in irrigation management. The author gives positive responses to the advanced character of the model. It corresponds to the reform direction of management system in irrigation area. Because of unscientific and irregular management, it does not play a complete role. In the paper, through systematical study, the author draws the following conclusion: 1> It is a new model of water user association of farmers participating in irrigation management to keep sustainable development of agricultural irrigation.2> During the foundation of the association, the suitable foundation model should be explored in line with local conditions.3> In the process of the association participating in irrigation management, the government should give guide and support according to the moderate principle.
