Livestock breeding industry develops rapidly, which brings a large number oflivestock waste. The pollution of livestock waste not only restricts thedevelopment of socio-economic, but also contributes to the deterioration of theatmosphere, water and soil.This article briefly analyzes the development methods of the geographicinformation system (GIS), describes the characteristics and composition ofcomponent-based GIS, and discussed the methods of secondary development ofGIS based on the Component object model. Xinluo county of Longyan city inFujian Province was taken as an example in this paper, using Visual Basic6.0withMicrosoft Access2003database software to develop the EnvironmentalManagement Decision Support System of Livestock and Poultry Breeding. Thesystem access to Microsoft Access database with ADO objects, integration mannerwas applied for the secondary development of MapObjects and has been achievedas adding, modifying, cancelling and querying basic data, zooming in, zoomingout, moving and updating spatial information, modifying, updating drawingelement, and sorting property information.In this paper, the environmental suitability evaluation model of livestockregional was established by the Analytical Hierarchy Process (AHP) and the Sumof Weighted Index Number, which provides information and decision-makingsupport. The system puts forward more appropriate approaches on technicalmeasures for livestock and poultry contaminated, according to the conclusions ofthe suitability evaluation and the status quo of the development and managementof the livestock and poultry breeding of Xinluo County.The system was designed for the environmental management of thelivestock and poultry breeding in Xinluo County with user-friendly interface andexcellent practicability. It would make a well contribution to promote the level of environmental management of the livestock and poultry breeding anddecision-making.
