Vegetation is generic terms of the covering earth vegetation community, is the main element in earth ecosystem, is the main portion of the land use and land cover, is a natural band with soil, atmosphere and moisture. Vegetation plays an important role for energy balanced, biochemistry and moisture circulation in ecosystem.Because of the eco-environment have been damaged seriously, Chinese government presented a forest conservation policy named SLCP(Sloping Land Conversion Program) in 1998, SLCP is a major ecological project in order to improve the ecological benefits and the ecological environment for the central and western region in China at the beginning of the 21st century. Artificial and natural factors which are brought by SLCP have profound and significant impact on the landscape pattern and ecological process.The Northwest of Yunnan is a three parallel river region and typical valley area. Meanwhile, it is typical and reprehensive in coteau of China, such as rich resources, fragile in eco-environment and environment degradation. This is a key area for ecology and geology.Weixi is chose as a case study area, the county is located in the Northwest of Yunnan in Diqing, based on satellite images in 2000,2010 and 2014, by comprehensively integrating several methods such as GIS technology. In three levels, county valley-, township-and community-, quantitative analyzing the forest area and vegetation cover change after SLCP introduced from 2000 to 2014, and comparing the vegetation change between implemented community and non-implemented. The main results are as following:(1)After SLCP introduced, Weixi in large-scale, county Lancang valley-level in 2000-2014, the forest area gains, and the shrub and cropland loss.(2)After SLCP introduced, Weixi in medium-scale, township-level, Kangpu and Baijixun in 2000-2014, the forest area gains, and the shrub and cropland loss.(3)After SLCP introduced, Weixi in small-scale, community-level in 2000-2014, the forest area gains, and the cropland loss; there is a similar trend and no difference in vegetation change between implemented community and non-implemented.After SLCP introduced, Weixi in large-scale, medium-scale and small-scale, county valley-level, township-level and community-level in 2000-2014, the vegetation restoration is well, ecological environment is improved, SLCP plays a significant effect. However, comparing implemented community and non-implemented shows that the SLCP is no direct impact in vegetation restoration and forest cover.
