In the worldwide scope, the management of the Olympic Games volunteers hasalready formed a relatively integrated set of working system after more than 100yeras' development. But this system established on western civilization and socialtradition can't be directly used in management of Beijing Olympic volunteers. Forwell doing in organizing Beijing Olympic volunteers, we must analyse the situation ofour country seriously, and combine the requirements of Olympic Games with theefficient modus operandi we are used to exercise creatively. Then, when we organizevolunteers for the operation of Olympic Games successfully, we can consummate ourpolicies on social volunteers consulting international consuetude, and do more helpfor our social dedvelopment.This research analyses the origin and development of social volunteerism, theexperiences and lessons of former Olympic volunteer program, and the progress ofChinese volunteers' career. Then, based on current situation of our country and therequirement of Beijing Olympic Games, using the theories, methods and studyingresults of modern human resources management, histolory, and psychology, theexploring research for building up a set of management system of Olympic volunteerswhich accords with international traditions and our situation and social traditions, andsatifies the requirement of Beijing Olympic Games and the expectation of the wholesociety is done.Firstly, the basic methods, the stategy targets, the working principles, and themain three parts of Beijing Olympic Volunteer Program are clarified.Secondly, the management system of Beijing Olympic and ParalympicGames-time volunteers which is the core part of the whole Olympic VolunteerProgram and the Olympic volunteers with narrow sense is described in detail. Theplanning management, the recruitment management, the training management, theoperation management, the encouraging management, and the performancemanagement of Beijing Olympic volunteers are included in this research. The key partis recruitment management, and the rolling planning, the aimed recruitment, thesocialized training, and the people-oriented management are four importantcharacteristics. All these fit the requirements of the combination of the Games needsand the current situation.Finally, the cost and income of the society, the individual, and the OCOG, areanalysed. On the basis of this analysis, the volunteer program of Beijing OlympicGames is compared with that of the Sydney Olympic Games, and the conclusion thatBeijing Olympic volunteers will do more contribution than Sydney Olympicvolunteers ever did is got.
