The paper begins with human resource management lacking effective appraisal and improving system and raises the thought of practicing human resource auditing faced with effective human resource integration by analyzing their study situation nowadays and their disadvantages. On the other word, we should take human resource integration as the target of human resource management auditing while taking the latter as the benchmark of the former. In this point of view, we could study human resource management auditing synthetically and comprehensively.It defines the subject, object, timing and surrounding guaranteed then. After that, the theory of system and Human Resource Roll Model are used to set up the indexes of auditing by processing analysis and then the function of Cobb-Douglas and the DEA method are used to calculate the cost and benefit by result analysis. The cost-benefit analysis combined with the former method could compare the income rate in different performance period of the same enterprise and the relative effectiveness of human resource management in the different department of the enterprise. Finally, the report of human resource management auditing is got. According the result of the auditing, the methods of human resource integration such as integrating the factors themselves and cooperatively in the human resource system are discussed and they will have a good effect on the improvement of human resource management performance.At last, the paper makes a conclusion and prospects the direction for further study.
