Prosperity has emerged in both supply and demand in the steel market since 2004, bringing great fierce competition in the steel industry. In order to capture a place in the steel market, steel manufacturers make their own strategic goals plans in their management and sale. The LH steel company strives to seize the market opportunity, competes for the market share, and seeks continuous development, and makes the strategic goals plan for the enterprise from the analysis of the market environment. In order to ensure and supervise implementation of the strategic goals plan, enterprise must adopt further reform in the original performance appraisal, and several accidents happened in 2004,which resulted in great losses in the company's business so that it is urgent for the company to adopt reform in the performance appraisal.This paper firstly elaborates on the basic theories of the performance management first, which provides the theoretical support for the diagnosis and reform for the performance appraisal of LH steel company; The next, based on the actual analysis of the performance appraisal, the paper points out problems; at last, based on the diagnosis of the performance appraisalt of the LH steels company, and using performance appraisal theories, the paper designs the employee performance appraisal system suitable for the strategic development of the LH steels company.By collecting a great deal of data and information from the LH steels company, using performance appraisal the theories, and combining the actual work experience in the performance appraisal, the writer finishes this paper with the help form the employees of the LH steel company. This paper designs the performance appraisal system from the strategic perspective, which greatly facilitates the enterprise torealize its strategic goals in appraisal and sale, and provides some practical experience for the performance appraisal of the employees.
