Intellectual property protection has been a concern but not been easily resolved major problem, particularly in digital media copyright protection issues. Digital products have the advantage that easy to store digital processing, and easy to transfer copy, etc., which makes knowledge and information dissemination more convenient, but it also provided the facilities for a number of illegal malicious tampering, assault, theft of the fruits of others.In traffic violation penalty area, especially in the electronic police, digital images as an important evidence, its authenticity and integrity of have a directly impact on the result of law enforcement. With the rapid development of digital image processing, to modify the treatment effect becomes more and more realistic. Evidence of intent to modify the image content in order to settle a lawsuit to cover up the fact so that to obtain the desired results have sometimes occurred, the seriousness of its consequences have already been the concern of the departments. Therefore, the identification of whether the image has been tampered with, digital watermarking technology industry gradually became a popular figure, traffic violation image of tampering with evidence prompted the subject must be resolved.This study is based on theory of digital watermarking technology to develop research. This article focuses on transform domain-based digital image watermarking. Respectively, based on DCT domain and the domain of the two kinds of DWT transform domain image watermark embedding, extraction and verification process were carried out under Matlab simulation platform. Image containing the watermark attack testing, inspection and extracted watermark effect. After experimental proof of a common signal processing (such as noise, filtering) and JPEG compression, the watermark can still be extracted. Against illegal graffiti images cut-and-after treatment can obviously identify whether been tampered with.Currently, the E-Police have the disadvantages of single threading, high cost, low efficiency of transfer. This dissertation focuses on the scheme of improvement and does lots of works in practice, according to the fact demand. After improvement, E-Police uses the currently mainstream three-tier Client / Server distributed structure, distributed detection and capture, multi-threading technology and message mechanisms in the image processing, expecially bring forward the add watermark function innovational. The article have been tested to achieve the desired results, but also has high practical value. In addition, the article have discussed the deficiencies and expectation in scheme, and were also bring out the further improvement.
