Recent years have witnessed remarkable achievements in the rapid development of the higher vocational education, an indispensable part in the higher education system in China. Meanwhile, the problems in the Information System of Teaching Affairs Administration listed in the key position of the higher vocational education have been attracting increasing concern of the people.The thesis discusses the features, status quo and developing trend of the higher vocational education and analyzes the application goal and significance of the Information System of Teaching Affairs Administration. The author, based on the study of the Information System of Teaching Affairs Administration, operation process and need, proposes the structure model, operation relation model and sample analysis model of teaching affairs administration according to characteristic requirement of the higher vocational education. The paper, comparing and analyzing the merit and defect of C/S and B/S structure, presents the system structure and design plan of the Information System of Teaching Affairs Administration based on a combination model of C/S and B/S, which exerts the advantage of the C/S and B/S structure and ekes out their weak points. The paper, under the background of the teaching affairs administration in certain vocational college and the design goal of the teaching affairs administration system, suggests a system security model, after a special analysis on the teaching program administration, exam affairs administration, marks administration and operation process in the teaching affairs administration operation in higher vocational colleges. In addition, the thesis carries out an overall design, function design, database design and security design of the Information System of Teaching Affairs Administration in higher vocational colleges. Furthermore, a new teaching program course arrangement means is presented according to the problem of conflict in the courses arrangement.The thesis realizes the client function of the Information System of Teaching Affairs Administration with C/S model, including teaching program administration, intellectual course arrangement sub-system and examination administration system, etc. and realizes the WEB stub of the Information System of Teaching Affairs Administration with C/S model, including the function of remote information inquiry and date input by the teachers, students, departments and visitors. Facts show that the Information System of Teaching Affairs Administration based on a combination structure possesses better function and performance. This kind of Information System used in some vocational college has yielded great results by meeting the needs of not only the users centralization and dealing with the data in large amount in teaching affairs administration, but also the remote information inquiry and data input of the teachers, students and administrators, which caters for the individualization of the higher vocational education.
