With the development of the communication technology, the most important communicating resource, spectrum resource has been very scarce. In order to resolve the spectrum ratio and the quality of service (QoS) problems, A lot of methods has been found to release this situation of resource shortage. The OFDM technique has been the key technique in the 4G mobile communication because of its outstanding performances in the OFDM systems. Meanwhile, the researches on adaptive multiplex access technique in the OFDM system also become very hot.In the early time, people have advanced the greedy bit and power allocation algorithm, the proportional fairness scheduling (PFS) algorithm and the Max-Min algorithm. Of all the allocation algorithms, some can reach the optimal in theory, but bring heavy calculating quantities, some suboptimal ones have decreased the complexity, but the total system performances have lost. So in this paper, we consider a type of allocation algorithm which has low complexity and is suitable for the practical systems, then introduced the algorithm into heterogeneous services system. It improves the system throughput while satisfying the quality of service (QoS) requirements of both the real-time and nonreal-time services. In the simulation, the algorithm put into the heterogeneous services system could make the performance acquire improvement.
