Mobile Weather Integrated Service System, an effective complement of the meteorological observation network composed of fixed-station, is an extension of modern station meteorological service system. It is also the basic working platforms of emergency meteorological service system. The system can enhance the communications, monitoring and response capacity of weather emergency services, so as to reach the service scene as soon as possible, make in the region immediately and access to the first-hand field data quickly, Then we can achieve efficient and rapid meteorological decision-making service. And it has a lot of development advantages and application potential in today's frequent meteorological disasters, The system also provides the most valuable information on close for further study of the physical structure and prediction method of severe weather.Some developed countries have established the Mobile Weather Integrated Service System for a long time. The United States has established a relatively perfect mobile meteorological service system, which is applied into a very wide range of areas, such as offering the basic data for the local Meteorological stations to make the weather forecasting of tourist attractions and outdoor activities. as well as assistance in the development of hydrological model and so on. Some domestic departments have also established a similar mobile emergency service system, but the means of communication and the functional requirements are different. They can not meet the needs of our city's emergency services system construction. This paper based on this purpose, makes a research to draw on the advantages of similar products, compare and analyze a variety of current communication methods. and study the functional requirements of Weifang city's mobile weather integrated service system, finally, we implement the construction of Weifang City's mobile weather integrated service system.In this paper, firstly, this paper describes the background of this system's demands, the current development status of similar products at home and abroad, and the research objectives; It also analyzed the related technologies of information transmission in Weifang city's mobile weather integrated service system(an emphasis on satellite communications).Secondly, according to the business requirements of emergency command system of Weifang Weather Bureau, The paper designs mobile weather integrated service system. The most prominent feature of mobile weather integrated service system is the mobility and flexibility, So the most critical technology of building this system is its communication means. Through comparative analysis of the functions of satellite communications (VSAT, PCVSAT, DVB-S) currently used in the meteorological departments and communication means (CDMA IX) of domestic similar products, and further research of the satellite communication technologies of DVB-S/DVB-RCS, we ascertain that the star satellite communication system based on DVB-S/DVB-RCS is the best option.Finally, in the specific integration of the system, we achieves the information network communication between mobile weather integrated service system, Shandong provincial bureaus and Weifang municipal bureaus with satellite communication systems, wireless communication systems and weather terrestrial broadband network communication systems. we builds the TV consultation system with the video conferencing terminal to achieve the real-time two-way video conferences between the site, Shandong provincial bureaus and Weifang municipal bureaus Council's, we also achieve two-way transceiver. Made use of automation weather stations, we can collect meteorological elements on-site, such as temperature, humidity, air pressure, wind direction, wind speed, rainfall, and so on. We can receive a large number of meteorological data from the provincial and municipal business platform with the platform of receiving, processing and service of meteorological information from the computer network in the mobile vehicle, we build forecasting service platform with computer network and business software, and we can get the result of forecasting, and provide decision-making.From the on-site effects through analysis, such as the province's flood with the platform and drought control exercises, the Eleventh National Games (Weifang sub-sites) and other large-scale activities in 2009, the Weifang mobile weather integrated service system achieves the expected goal.
