CNGI emergency management system is the platform for data management, query and maintenance in CNGI emergency system. The system is based on Client/Server mode which is a Multi-user and Multi-role application system. Through the Center Management Platform, staff of different roles can be able to realize the data query, addition, deletion, and modification, as well as the network data application, audit, retrieval, distribution of vehicles and other fixed target, and the database synchronization between two nodes. The system, based on Client/Server mode, has the characteristics of ping-pong style data exchange, and one-way mass data exchange. It is the complex characteristic that raises a high demand for system response time. If the system does not provide an acceptable response time, it will result in information blocked in business, even the customer losses and financial losses, bringing negative effect to the enterprise market competition. Therefore, it is very necessary to predict reasonable response time for the running of the entire emergency system.During the development of CNGI Emergency management system, UML language is used for formal modeling. That data structure and dynamic behavior for the system is described to make sure that the system could be realized correctly and all the passed function is correct, too. On this basis, this paper mainly analyses the system performance, sets up the queue system network (QN) model, and makes quantitative analysis of the system response time about the algorithms of network data application, to find out the restrict factors of response time. For this problem, we propose some strategies to improve, but analysis focused on a strategy based on the cache mechanism. In the end, experiments show that this method significantly reduces the system response time and improve the overall performance of the system effectively.
