With the development of new media, web2.0 times is coming, relational communication exploits a new filed of research of communication. The study puts forward the proposition that relational communication is the bias of web2.0 times'communication, and outspreads in following aspects——the contential or relational bias, the communication characteristics of web2.0 times, the conception of relational communication, and the representation of web2.0 times'relational communication. The main hypothesis are as follows, firstly, according to Harold Innis'theory of the bias of time and space, author reinterprets the bias of communication from other dimensionalities——content and relation; secondly, the relation based on the computer-mediaed social interaction is the important characteristic of eternal times; thirdly, the common orientation of the theory of relational communication is that there is no need for communicators to solve the differences between the one person and another, but there is a need to establish one new assume to find the way of accepting differences and know the eternal tensility between the identity and otherness in relation based on the differences; fourthly, in practice, the technology of web2.0 has incarnated the theory of relational communication; in theory, relational communication absolutely innovates the human communication in ontology, epistemology, axiology and methodology. The main intention of this study is to remold the position that the relational communication is the original communication, and it should be significant subject, just as content communication research.
