Due to the rapid development of telecommunication technology, and also the requirements raised by the consumers like service diversification, carriers around the world are thinking about how to transform from a traditional voice service provider into an integrated information service provider. Such kind of transformation includes network transformation, service transformation, and management transformation. Network transformation is the most important one and also the base of all others. Nevertheless, how to complete the transformation of existing large network is an extremely difficult problem for fixed carriers, who have already invested a lot on fixed switch equipments, but now are suffering a strong price erosion and decreased market share. From those fixed carriers'point of view, it becomes more and more important to accelerate the network transformation by means of taking full usage of existing resources, so as to dig out more revenues. So for our telecommunication equipment providers, they should launch the research activities immediately about network intelligent and relevant value-added services, which will be interested by those fixed carriers. Via dozens of consulting, we have found that there is no uniform understanding about network intelligent, and different telecommunication equipment providers have different solutions. Thus we could believe that the development of network intelligent is still in the initial phase, and there must be existing issues for research, e.g. how to develop new services based on existing networks, how to take advantage of mobile networks to reinforce fixed ones, or even how to enhance the loyalties of consumers.This paper focuses on the research of current status of fixed switching network. It designs and implements a network intelligent system via centralized subscriber database technology. The main works includes:(1) Analyzing and studying the existing issues of fixed switching network. This paper proposes the main design idea on separating subscriber service attributes from service bearer network by means of introducing SHLR into fixed switching network, so as to solve service triggering issues.(2) Implementing the architecture of SHLR, and the adaption of call handling module of fixed exchange, together with the ISUP signalling adaption and extension.(3) Designing and implementing new value-added services based on the network intelligent, which solves service triggering issues and also enhances the flexibility of introducing new services.Through the trial in QuanZhou of FuJian province, it has been proved that the network intelligent strategy in this paper is effective. Network intelligent makes it possible to deploy new value-added services in fixed networks, and brings more revenues for fixed carriers. Consequently, network intelligent also brings more potential benefits, e.g. firstly, it improves service quality, make service provider well-known, and keeps existing subscribers; secondly, it is useful for network convergence and OPEX reduction; thirdly, it solves postpaid overdue issue by providing prepaid service in the whole network; fourthly, through detailed billing, it also provides fixed carriers a tool to analyse consumer's behavior, so as to provide customized service bundle; finally, it uses numbering resources more efficiently, which makes it possible for mixed provisioning among fixed network, PHS network and NGN network. We trust that network intellignt must become the evolution path for fixed carriers from now on.
