The Call Center technology rose from the 1990s in China, and has become more and more mature in the last several years. For example, the Call Center System of Mobile Company's 1860, Telegraphy Company's 1000 and 10000 are very familiar brands for consumers. However, Call Center's business application is very single even if their applied scope is great and their business process is very mature, in other words, ninety percent of the Call Center's business comes from the customers'Call-In operation, so this type of Call Center is a costing one rather than a profit one.Therefore, the modern Network Manager must turn the Call Center based on intelligent network from a passive role into an active role. Up to now, more and more Network Manager begin to make use of their Call Centers to carry out multifarious Call-Out services such as selling telegraphic products, satisfaction investigation, telephonic notification, product investigation, voice advertisement and so on.In the thesis, the software of active Call-Out system and its hardware basics-Zhong Xing Telecom Enterprise's intelligent network and intelligent optical network have been analyzed. According to the whole process of the software's design and exploitation, this thesis has been divided into five parts to elaborate in details, including the description of need and analysis of need, critical technology, system design and detailed designs, software realization, unit test and integration test. The main conclusions and contributions of this thesis are as follows:1. The thesis expatiated the relational hardware products of system's framework, including intelligent network, intelligent optical network, and integrated customers'service system.2.
