Handling Of Unexpected Emergencies For Archives

The "SARS" in 2003 and the earthquake in 2008 let Chinese government and all the society realize the serious destructiveness of unexpected emergencies.The society development is much more complex and more changeable than before, so the handling of unexpected emergencies is much more necessary and much more complex.As the places of permanent custody for files and documents,archives have to handle unexpected emergencies better than before.This paper first analyze the kinds of unexpected emergencies that can pose threats to archives,then aggregate all the problems and disadvantages that appears in the handling of unexpected emergencies in archives. Now most of the archives have take different kinds of measures to deal with unexpected emergencies but there are still many problems to solve and many things to improve.This paper take the process of unexpected emergencies for clues and discuss from different perspectives how the archives can deal with unexpected emergencies, including the prevension before the emergencies,the control during the emergencies and the handling after the emergencies.The prevension before the emerngencies include how to strengthen the defense awareness of archivists,how to strengthen our institutional arrangements for the daily management of unexpected emergencies,expecially discuss the preparation of contingency plans. The handling after emengencies include the investigation for the reasons of the emergencies,the rewards and punishments,the restoration and reconstruction.The part of prevension before emergencies play an important role in the whole process of unexpected emergencies handling,so this paper pay more attention to this part than other parts.The materials I used in this paper not only include the publications and articles about archival science,but also include many publications and articles about public incidents and crisis managements.Because in public incidents research we have made father progress.This progress can help us a lot to research on the handling of unexpected emergencies.Because of my limited knowledge and ability,there may be many errors in my paper,so I hope my teachers and my classmates can give me advices about my paper.I also hope my paper can make a part of archival science researcher realize the importance of handling unexpected emergencies for archivies and make them pay more attention to unexpected emergencies research.
