Document acquisition is the entrance to University library resource construction, which decides the quality of resource construction. Nowadays, document acquisition faces such situations as increasing types of published literature, the relative lack of funding for document acquisition, major cross-disciplinary, various levels of readers and Literature needs difficult to grasp, and so on. More over, decision-making in the document acquisition is lack of objective bases, which leads to decision-making more subjective. Contradiction between library collections and readers becomes prominent. So, in order to make decision-making more objective, more scientific, and more rational, to optimize resource collections, In this paper, the author does full literature survey on quality control for document acquisition, quantitative research for document acquisition and constructs a decision support system for university library acquisition based on data-mining technology. Using data-mining technology in the decision support system aims at acquiring useful information from lots of history data to provide an objective basis for acquisition. The paper gives the idea of mining'core press'information from the aspects of reader-borrowed-collections. Based on comprehensive reader, historical selecting and purchasing, and expert's recommendation, a'core Press'mining model is designed by using of combination of analysis at different levels, weighted average and maximum normalization methods. Another mining model for reader demand is designed using combination of analysis at different levels, weighted average and minimum squared methods. Around the mining object,'core press'mining model is used to quantitative indicators in decision-making of document acquisition.From professional work of document acquisition, based on relevant research and practical document acquisition of ocean university of China, the funding distribution model and documental evaluation model and documental demand model, which are designed in the study, are used to the decision-making support system, in order to realize quantitatively Auxiliary support Function for document acquisition.The paper designs documental decision-making support system from the aspects of structure, function, database, respectively. The system includes information acquisition module, data mining module, documental choosing and recommending module and decision support Module, whose realization low charts are plotted here. Some functions of the decision support system are developed by using the tools of Delphi 7.0, SQL Server2000 and ASP.
