The platform of universal electronic test and measure instruments is based on 32bit embedded processor, S3C2410 ARM Processor. We design the functional module of instrument and meter to form a portable, low-power measuring instrument. With different module instrument's plug in, it has function such as voltage meter, impendent analyzer, digital storage oscilloscope, capacitor meter. This instrument can give testing signal and sample, display, transform the testing signal.During the research of the project, we got the project "automatic test and fault diagnosis for aircraft system". The signal from DC-150MHz has to be handled. So a daughter board based on VXI bus is needed. Its frequency range is from DC to 150M and it can measure low frequency voltage, frequency, waveform, spectral analysis and so on. Based on the existing functional module of instrument and meter, we change the interface from embedded platform to VXI bus. At the same time the analysis of the available measuring instrument, development scheme is proposed. The frequency range is separated into 3 parts, DC-20KHz,20KHz-20MHz and 20MHz-150MHz. Every frequency band is analyzed respectively and then synthesized to be integrated module at last. In this paper, every part of the design and implementation principle are introduced, at the same time software design flows are given out .The project which uses a VXI board to detect low frequency and medium frequency signals is a new research subject with practical value. The project can not only be used in aircraft automatic test and fault diagnosis system, but also in other different ATE systems.The accomplishment of this task will depress the complexity of hardware and software in signal detection. This system uses ram with double ports as data output terminal, so the interface mode can be changed easily. The output terminal can be changed into PXI bus or embedded platform based on ARM. So the system has wide application prospects.
