Traffic simulation is a technique to reproduce the dynamic process of traffic flow by using mathematical models. With the development of Intelligence Traffic System, traffic simulation technique is applied in transportation management, traffic control, transportation planning as well as the enhancement of transportation infrastructures extensively.As the traffic system has nonlinearity, complexity and randomness, applying the 3D simulation and the fuzzy control in the traffic simulation system is a method of great potential. Many domestic and foreign scholars have studied on the fuzzy traffic control system and have made a lot of beneficial progress. In this paper, on the basis of previous work by others, we introduce the expert systems into the traffic simulation system, and propose combining Jess, FuzzyJ ToolKit, X3D technology as the basis for the development of a new generation simulation system solutions. Finally, we give an example to demonstrate the development process of this simulation method.We propose that jess embedded in the form of a label to JSP pages, and according to the conclusion that the traffic rule warehouse building deduces out, the attribute value of X3D nodes is changed; the simulation result is displayed in the form of web pages; web traffic simulation system is established based on it. Although the use of Jess with X3D technology has been applied to some simulation systems, it is not combined with fuzzy control technology, which greatly reduces the accuracy of the simulation. In this paper, we also proposed a method which can implement with fuzzy control.
