According to the 1 percent of the national population sample survey of China in the end of 2005 shows that: The population of male are 673.09 millions, accounting for 51.53 percent of the total population. And the populations of female are 633.19 millions, accounting for 48.47 percent. No one can deny that human survival needs the harmonious development between the mail and female. Chinese government gives the legal equality to men and women sharing all kinds of social rights, but as a result of each kind of reason the real equality has a long way to go. Looked from the social overall construction the contemporary women are still marginalized in the social environment.In China, female newspapers are the product from the feudal time toward modern age. In 1898, many female intellectuals who were affected and encouraged by the Reform Movement of new ideas paid much attention to the fate of women and started to put forward the requirements of the women's liberation movement. Therefore they established the first female newspaper "Journal of women" with the help of reformers and direct participation in China in 1898. Before the founding of the PRC, the development of Chinese women experienced twice climax of media development, but it was quiet after 1949. Until the mid-1980s, with the development of political and economic, the establishment of market-oriented economy system and the impact of western feminist thought, the women media of China formed a development climax once again and formed a staggered network composed by the newspaper, radio, television, which showed a picture of a prosperous.There is no doubt that women are in a position of marginalization trend in China's real social life and the mass media. As a female newspaper media holding the banner of Feminism, what kind of attitude should be hold to bear its unique historical mission for the development of women which make a positive contribution to this paper? In the historical and cultural city of Jinan, the first women Newspaper- "City Lady", established in 2001 by the Jinan Daily Newspaper Group, is the only newspapers published from Monday to Friday among the existing 10 women newspapers of China besides "China women". Undoubtedly, see this matter spot with the significance of glimpse to canalize it as an example of women newspapers. In this paper, the first chapter of the "City Lady" as a city of female newspaper made a brief analysis to its cultural context. In the second chapter, the author analyzed the "City Lady", summed up the female characteristics of it and grasped its core competitiveness. The third chapter of the "City Lady" analyzed the relationship between the readers and dissemination result, revealed the disadvantages and weaknesses of it. The fourth chapter reveals the "City Lady" currently facing the plight of women and discussed their representative of the media future development of the female newspaper media on the whole.
