SIR measurement is one of many important measurement items in Physical Layer of Base Station,it plays a decisive role in the whole system. SIR measurement result is the key reference which is used by Radio Network Controller to control Power of WCDMA system. This measurement result will influence effects of Power Control and accordingly affect capacity and performance of system.This paper mainly describes principle of SIR measurement in Base station of WCDMA system, the process of design and implemention are included. According to measurement standards setted by 3GPP and structure unit in Base Station and measurement process, we designed and implemented SIR measurement in Base station. It includes design of UE instance, measurement instance, states of measurement instance, SIR estimation algorithm, filtering in Physical Layer and measurement scheduling algorithm in DSP unit. At the same time, Report characteristic analysis, design of measurement instance, states of measurement instance, design of measurement Timer and filtering in RRC Layer are included in CPU unit.Finally, the codes of two units are written and the program is debugged well. We tested performance of system and finally implemented SIR measurement in Base Station successfully. The system can effectively calculate SIR measurement values and report real-time values with stable operation according to design requirements.
