The establishment of urban buildings disasters prediction information system, can estimate the earthquake disaster of future and losses toward the city buildings, can point out that the earthquake disasters category, distribute, serious degree which appear most possibly and may result in loss when the forecasted earthquake take place in this city. By thorough understanding earthquake disaster scale and its distributed circumstance of urban buildings , correctly evaluating anti-earthquake ability of each kind of house of the city, weak link and condition of completing its schedule to the function, can provide scientific qualification for carry out the city anti- earthquake disaster prevention work, strengthen the real time efficacy and function of the city buildings, better server the work of the anti-earthquake and its disaster reduction.This thesis analyzed the present development condition of the prediction information system of urban buildings, and put forward to the designed project of ArcGIS based information system of urban buildings seismic disasters prediction. This thesis focused on the design of the house building database and the designation and reality of seismic danger analysis, seismic destroyed possibility of the buildings, estimation of seismic lose etc. finally, take the ArcGIS Engine9.1 as to develop the terrace and the Visual C# 2003 as the develop tool, the house buildings data of the DongGuan City as foundation, adopt the advanced database technique, build up ArcGIS based information system of urban buildings seismic disasters prediction.This system makes use of the data of the DongGuan City to carry on to circulate the test, through the estimated result it certificated that the system can compare to carry out the house building data valid management goodly, analysis and application, and shows good ability to server the work of the anti-earthquake and its disaster reduction. The system circulates vivid, and is convenient and has stronger function and is in general use, easy to expansion usage.The main innovation of this thesis followed a few aspects:(1)Adopted the lately- release ArcGIS 9.1 ArcGIS Engine9.1 development module( cheapness, developed easily, independent etc. characteristics) within the series products of company of ESRI for the very first time, well make use of the GIS space analysis, search etc. the function can provide scientific qualification for the city anti- earthquake disaster prevention work;(2)According to used for seismic destroyed possibility of the buildings and used for the request that estimate seismic loss, construct to carry on the destroyed possibility classification and the function classifications to the buildings;(3)Build up the earthquake intensity gradually reduces to relate to the model, realized the earthquake risk analysis to the region study;(4)Establish seismic destroyed possibility model, through analyzing every kind of buildings, certificate the seismic destroyed possibility, server the work of the anti-earthquake and its disaster reduction and urban construction;(5)Improving the prediction method of seismic loss, particularly personnel the dead and injured estimation aspect : it combined the earthquake factors of the different time, different location etc. make estimation more accurate.
