With the development of wireless communication, the technologies of broadband wireless access are improved. The series of IEEE802.16 standards are widely used in fixed and mobile users. They just become the best scheme of last kilometer access.This dissertation begins with the IEEE802.16 protocol, then analyses and designs a PHY (physical layer) of Emergency Communication System. There are two mainly contents.Firstly, the OFDM PHY in IEEE802.16 is analyzed, then a special PHY design for Emergency Communication System is drafted. According to the system bandwidth and transmission rate, a series of PHY parameter are designed, including OFDM modulation parameter, channel coding, interleaving, frame structure and so on. Moreover, paper describes how to configure the RS-CC (Concatenated Reed-Solomon-convolutional code) channel coding, get the simulation results and software implementation flows.Secondly, the content focuses on the implementation of PHY layer using a DSP platform, which is based on software radio structure. The TI TMS320C6713 chip structure and integration I/O interfaces are introduced, then paper expatiates how to use the DSP/BIOS programming technology designing the PHY interfaces between the transmitter and receiver as real time serial data flows. Finally, a PHY testing platform is built and the testing programs are given, in order to validate the performance of the whole PHY designs.
