With the rapid development of E-Government, E-Commerce, and E-Enterprise, information can be disposed or issued now through electronic information network. Hence, direct communication between government and public has become possible. Government operating has also become digital and automatic, which raises the efficiency of government offices, brings transparency and justice in government affairs, and thus, improves the image of the government.E-Government develops with the government affairs as its core and the network its base and guarantee. Government information can be classified into three types: top-secret information; object-oriented information; public-oriented information. Therefore, the premise of constructing the network for government affairs is to establish a half-open Extranet communication system and an E-Government operating system.Currently, most cities in China use traditional SDH lines in the network construction of E-Government. Some cities build VPN network based on the internet, which links the government network through double dialing and GRE tunnel. There are still some other cities with better economic conditions which use fibers to link the networks. With the advancement and integration of E-Government applications, the traditional IP-based network cannot satisfy the demand for complex applications any more. Therefore, it is necessary to introduce MPLS technology into the construction of E-government networks. In constructing the government network for the Municipal Government of Jinhua, the Jinhua Telecommunications Company has carried out research and development on the theoretical basis of MPLS technology and its application, which has been highly evaluated by experts both in and outside the city.The project has been granted the Second prize for innovation as a model case for promoting Jinhua Telecom's role shift and its overall capabilety.Based on theories and practices of electronic engineering, this thesis tends to design and develop a MPLS VPN-based network for E-Government. First, the MPLS VPN-based network for E-Government adopts the tag switching technique to realize the data separation among different clients and departments, solving the QoS/CoS problem which arises in the traditional IP networks by separating service systems. Second, MPLS VPN-based network for E-Government provides the capability of flow capacity engineering to optimize the allocation of network resources, automatically and quickly renovate network failures and enhance the usability and reliability. At last, the MPLS VPN-based network for E-Government has the advantages such as flexible networking, convenient extending, security, and so on.The thesis first introduces briefly the background, purposes and significance of this project and analyzes the demand for E-Government networks. Then, on the basis of basic theories of MPLS technology, it presents the basic definitions, application advantages and deploying models of MPLS VPN and MPLS TE flow capacity engineering. Finally, it proposes some suggestions on networking and administration issues in applying MPLS to the construction of E-Government.
