With the rapid development of economy and infrastructure such as unban transportation and housing, the size of Chinese cities are expanding at a fast pace. The population of the cities is becoming highly concentrated. The traditional labor-intensive document management and maintenance mode for pipelines is incapable of meeting the ever-growing requirement of modern urban development and organization of underground space information.As one of the most-developed cities in the country, Shanghai pays great attention to the construction of information pipeline. In order to further improve the management system, the Information Committee of Shanghai ranks the "Shanghai Information Technology Infrastructure Management System" as a key scientific and technological project. The projected described in this thesis is one of the subsidiary project of this project: Database Development of Shanghai Information Management System for the Information Infrastructure.The thesis includes six chapters. The first Chapter provides a "Introduction". It presents the direction of the development of the geographical information system and the trends of WebGIS at home and abroad. It explains the significance of the application of the network GIS in the management of urban pipelines. Chapter 2,is titled "WebGIS and correlative technology". It illustrates the characteristics, the domain of applications and correlative technologies of WebGIS. Chapter 3, "The choice of platform and tool of GIS Common Platform of Shanghai Underground Information Pipeline ", introduces the basic components, the principle and work methods of ArcIMS, and discuss the choice of the client browser, connectors and other technical aspects. Chapter 4 is titled "Analysis and Design of the system". It primarily analyzes the system's objectives, the system's requirements and design, the system's function and the database structure. Chapter 5, "Development and Implementation of An Information management System for Undergraound Information Pipeline of Shanghai City based on ArcIMS ", describes the system development environment and the realization of several representative functions, including measure, query and buffer. Chapter 6 concludes the whole research by summarizing the research findings and the recommendations for future investigations.The major achievements of the present research include : 1) It studied the correlative technology of WebGIS ; selected ESRI's ArcIMS as the map server; compared and analyzed a numbe of client browses and the choice of connector, and presented the solutions of the underground pipeline information publication. 2) According to the information pipeline characteristics, the paper presented the design programs of system based on the structure B/S. 3) It designed and realized the web authentication management system based on Webservice. 4) In the network environment, it realized the functions of the information management system for underground information pipelines.
