With wide application of email, spams, which become disaster, are more and more fiercely threatening the safety of the computer systems and the lives of people.Anti-spam problem has become an international, significant and practical topic now.The email filter is one of the key technologies of anti-spam.Nowadays,the email filter technologies have three ways.The first way is based on the contents.The second way is based on IP address.The third way is based on the head or envelope of the email.These technologies have more or less effects on filtering spams.But, the different systems of email filter not only make use of the different technology of email filter,but also rarely share the production of email filter, so produce a unilateral decision of email filter.The paper concentrated researchs the technology of email filter according to the experience which I joined in a researchful team, which it researched the anti-spam grid. At the same time the paper studys Chinese text classification technology, which include Chinese word segmentation technologies and feature selection, etc.. And the paper puts forword an idea, which integrates many technologies of email filter .Then it can avoid the shortcoming of strong rules, which is only based on IP address, the head of emails, or the envelope of emails, and reduce the risk of false judgement. Based on the idea,the paper designs the system which base on the system of jury.In the system,the results,which all of existing email filter filter an email,are not last filter results of email.These results are importation values that the mail that is that system filters the judgment. the end,the system gets the end percolation of a mail result according to the calculation rule that system settle.The email system, basing on the jury mechanism, can carry on the judgment according to email of various properties. Thus it abandons the way which judges email according to email of one property. The system, basing on the jury mechanism, can make the mail judgment more reasonable thus.
