This article is divided into three parts, the first part of which is the analysis of collective behavior causes and conditions, as well as mechanisms of psychological dissemination. Part II is the specific analysis of "agenda-setting-cultivation-arousal" mode. Part III clears responsibility and countermeasures of the media and the government. Based on the theories of "agenda-setting" and cultivation, the article is arranged with Semelser'value accumulation theory as mainline.There are lots of cause explanations of collective behavior. It is difficult to regard as rational or irrational and Congenital or acquired. In my opinion, the control of collective behavior is divided into cultural and compulsory discipline. Compulsory discipline refers to the constraints to collective behavior by national institutions and systems, such as army, police, prisons, courts and so on, what are indispensable to maintain proper functioning of a State. Compulsory force is its salient feature. Cultural discipline refers to the inner constraints developed by customs, culture and education, social ethics, values, and world view through socialization and education. Both kind of discipline have to develop coordinately. Rulers are always prone to putting more attention to compulsory discipline than cultural discipline. To strengthen cultural discipline is feasible to build harmonious society and control collective behavior.I start from the analysis of crowd because few have ever clarified the fundament of collective behavior. The crowd are not able to conclude and bear different opinions and doubts. The crowd always go to extremes and tend to reach the lowest intellectual level of their members.
