With the information technology and Internet's great progress from day to day. E-governance has become an indispensable part of traditional governments' reforming and improving. As a Chinese government measure controlling the economy and the society. administrative approval has a far-reaching influence on all the national economic industries. and relates to every respect of the public daily life and enterprises' daily routine. Therefore, administrative approval must become the pivotal part of E-governance construction.However, in the present implementation of the E-governance, there are many issues remaining in real work. In the area of administrative approval, usually because of the inconsistence of traditional administrative approval to the E-governance's requirements, several serious disadvantages turn up in reality, primarily including the nonstandard administrative approval criteria and procedures, the unnecessary and over elaborate administrative approval steps, the unclarity of administrative approval to the public, and so forth. All these disadvantages have been cumbering the E-governance further development. To settle these kinds of issues, it calls for not only under girding the administrative approval system construction, and meanwhile, but also a better understanding of administrative approval's operation flows and theories and methods of operation flow reengineering.Aiming at the issues mentioned above, the dissertation analyzes governments' organizational configuration and administrative approvals' operation flow, in term of real administrative approval operations. Employing the ideas and methods from Systematic Science and the theories and means from Management Science, coupled with the Role Network Theory, the dissertation builds an administrative approval model, including Post Node Model, Operation Objective Model, and Operation Correlation Model, and defines all these models, their properties, attitudes and correlation description. Additionally, referring to the theory and method of flow reengineering, based on the administrative approval model, the dissertation analyzes the model's parameters, such as efficiency and state, defines the methods and operations of flow reengineering, and discusses the government organizational configuration and proposes the possible configuration of administrative approvals under the new circumstance of E-governance. The efficiency of the operation methods proposed in the text can be analyzed with quantitative and or semi-quantitative methods. As a result, we canfind out in the analyses where the bottlenecks of existent administrative approval operations consist in, and make further reengineering for the governmental operation flows.This dissertation is based on the real project of National Natural Sciences Fund—E-governance Model System and Government Operation Flow Reengineering (project no.: 70271045), and the real project of Liaoning Province Science and Technology Fund—E-governance Integrative Platform and Local Government Governance Operation Flow Reengineering (project no.: 20032128). In addition, referring the practice administrative approval operations, the thesis researches on the administrative approval operation model and reengineering, and proves that applying the methods in this text to analyze and reengineer the operation flow can greatly improve the effectiveness of government works, straighten out the operation, provide the scientific decisions with references, and support the government development and reforming decisions.
