Planning And Implementation Of Government Online Procurement System

The government procurement is an item of extremely special government function. It is executed by means of market economy within the laws and policies. As it still was at the early developing period in our country, its implementation standard, the efficiency and the transparency needs to be enhanced urgently. Chinese government has included the e-Government Procurement in the reform plan, in order to impetus government procurement development. Takes the government procurement as the service background, this paper proposed the system planning and implementation method, which based on BPR (Business Process Reengineering) and the object-oriented method, of the government procurement on-line system.This paper introduced the development background and application situation of the domestic and international government procurement system firstly. It also analyzed the methods of system planning, analyzing and designing. Unified the above analysis and the requirement of the government procurement on-line system, the paper proposed the project that planned the system based on the BPR method, carried on the system analysis and the design with the object-oriented method. After that, with based on BPR and used the Rational Rose for UML (Unified Modeling Language) as a tool, the paper described the requirement modeling process and examples of the government procurement on-line system in detail, and analyzed the problems which meets in the project implementation process and the practicable solutions. Finally, the paper summarized the system plan, the implement and the application situation of the system, and discussed the future progress of the government procurement on-line system and the trend of development of e-government procurement.At present, the government procurement on-line system has implemented and applied gradually in the Central government scope. After the initial application, it has been showing a good effect. Thus, in the government procurement information systems planning, business process in a scientific and reasonable optimization and recycling, in the analysis and design of the use of advanced technology for system modeling, the system can obtain higher value and development prospects.
