With the rapid growth of economy in China, the Aviation develops veryquickly nowadays. However, the infrastructure and the technical applicationof air traffic control is dropped behind now so that it becomes a bottleneckwhich impairs sustainable, fast and healthy development of civil aviation inour country. So the most urgent problem of air traffic control system is how toabsorb new theory and how to apply advanced technology in order to meet theincreasing air traffic requirement.Air Traffic Control Command and Monitoring System (ATCCMS) is onekind of accessory system for air traffic control (ATC) which based on thetheory of information integration. The foundation of three area control centers(ACC), which respectively locates in Beijing, Shanghai and Guangzhou,changes the method of air traffic control. Therefore some new functions arerequired in the new condition. This dissertation researched the problem ofnew structure design and optimization in ATCCMS and the work includes thefollowing aspects:1. The research on architecture of ATCCMS. This dissertationsummarizes the basic principle and the logical structure of ATCCMS. Also itconcludes a method of designing ATC software systems according to softwareengineering theories and special situation in ATC field.2. Design the general structure of ATCCMS 2.0. This dissertation firstlyanalyzes the ACC requirement to the accessory controlling and monitoringsystem. Then the function and topological structure of system are designedand this part of work includes division and preliminary design of functionalmodules, namely radar data pre-processing, radar data processing, flight dataprocessing, voice data processing, confliction detecting and warning,integrated situation displaying, technical supporting and system monitoring,database maintaining and data recording.3. Optimize the ATCCMS2.0 to multi-radar data processing. Thisdissertation decides a distributive data processing structure based on thereality of radars network in our country and forms a model of multi-radar dataprocessing flow to meet the special requirement of system. A unifiedreceiving method based on virtual basic class is brought forward whenmulti-radar data are received. The coordinate transfer is based onEarth-Centered Earth-fixed Coordinate. The track correlation considers theMode-3/A code and the data fusion uses the weighted mean method whichbased the extrapolated track.
