This article applies the Expert System's technology to the field of evaluating science andtechnology projects, and this opens up a new application field of the Evaluating ExpertSystem. Its aim is to combine the evaluating methods having now to the Expert System, todevelopment an Expert System to evaluate science and technology projects, and to make theevaluating process scientific, rational, effectual and exact.This article introduced and analyzed briefly the key techniques of expert system,including knowledge representation methods, reasoning technologies, interpretive mechanism.Based on analyzing the whole processes of the evaluating and many projects' data, wesummarized rulers of evaluating, chose production systems and framework systems torepresent knowledge synthetically, and analyzed methods to organize knowledge base usingdatabase technologies. Also, we use Visual Prolog to assistant the build of the knowledgebase, and implemented to organize the program using Visual C# .NET and its connection anSQL Server 2000. This makes it easy to operate with the knowledge base. In this article, weuse rules reasoning machine and reasoning machine control strategies based on productionsystems and framework systems, and establish reasoning machine. During the process ofreasoning, we apply the cushion technology of the Operating System, that expedites thereasoning rate and improve the flexibility of the reasoning machine. We introduce AHPmethod and methods in fuzzy mathematics during the process of reasoning. We useprototyping method in Soft Engineering, improve the efficiency of designing the system. Thesystem use visible and object oriented programming methods, which decrease thedevelopment periodicity and increase the ability of human-computer interaction.
