Research On Construction Of Shanghai Community Libraries Based On Learning City

Community library is one of the most important parts of public library system. The final aim of constructions of shanghai community libraries is to construct a better community culture and a learning city. In the process of creating a learning city in shanghai, people learn about the relationship between it and lifelong education, and lifelong learning, and the relationship between community inhabitants'needs of public culture services and constructions of community libraries.This thesis started from the importance of constructions of community libraries towards the learning city and community public culture in shanghai, adopting the methods of documents research, local research, comparison research and qualitative analysis, using many examples and statistics data, in order to obtain more materials of this thesis through lots of analysis of the local and foreign documents.Shanghai community libraries have obtained a lot of progresses and are playing a role in providing a chance of lifelong education and lifelong learning, and providing public culture services for community inhabitants in these years, for the advantages of library amount, basic level and closing to inhabitants. However, there are still many problems in the constructions of shanghai community libraries in comparison with the requirements of Learning City, which are People-oriented, whole-people and life-long education, such as blocked whole-people education because of unbalanced development, unbalanced construction level and lower rate of library resource usage weakening libraries'functions, and none- People-oriented for lower qualities of librarians. The reasons have two parts, one is external reason, including the problems of finance system and law system, and the other is internal reason, including the problems of management ideas and librarian management, which are all influencing the community libraries'effects and functions. So, it must adopt new methods and attempts to promote the constructions of community libraries, such as improving finance and law systems, changing management ideas, and developing human resources.The thesis gave some suggestions and propositions to shanghai community libraries from the respects of systems, rules and managements. Firstly, it should reduce the unbalanced development of shanghai community libraries and make sure the whole-people learning by renewing finance systems and management pattern. Secondly, it should ensure the community libraries have a reasonable development and increase people's life values by developing the law systems. Thirdly, it should establish a new management idea, and enlarge the usage of library culture resources to show community libraries'functions in the Learning City. Finally, it should construct a People-oriented human resources management system, and increase librarians'quality levels.On the other hand, this thesis introduced the situations and features of constructions of community libraries in foreign developed nations, such as US, UK, and Japan. It generalized theirs advantages of finance sources, management systems, library laws, resource distributions and service constructions which shanghai could learn from.
