Because of the urban traffic environment getting worse, traffic management department asks for more and more functional requirements on the traffic video surveillance system. Intelligent video Surveillance becomes a new researching direction and advanced topic of concern in the field of the computer vision application. This paper constructs a video surveillance data management system to help realize a prototype of the intelligent traffic surveillance system. The system uses a simulating video camera to make a quick detection for vehicles in the monitored area, and helps the traffic management personnel work better through effective information analyzing by a real-time image processing algorithm.First, the paper introduces the related concepts and skills on the intelligence traffic surveillance system. Second, the paper makes detailed requirement analysis and architecture design for the video surveillance data management system, then partitions the system into several functional modules and introduces the design and implementation of every module in detail. Finally, the paper makes a brief product show and a short conclusion about the system.This system development uses the MFC framework which based on the open source OpenCV image processing library. The library uses object-oriented analysis and design which makes the system owning good reliability and scalability. As a product prototype for the customer, the system can display main functions of the product. Hope the system can help traffic management to relieve their burden, promote and improve the traffic situation of our city.
