With the development of computer and Internet technology, more and more government departments enhance the e-government development as an important way, that will promote the efficiency of government operations and change the model of government administration. Facing this situation, on the one hand, the e-government has made rapid development. It develops in-deeply,From office automation to the provision of government online services. On the other hand, the development of e-government has taken various security issues, such as virus, information disclosure, hacker attacks etc. The security issues have made a great loss to the economy and society. Establishing a secure,reliable e-government operating environment is becoming e-government construction departments must face the important issue.In this paper, the author analyzes the existence of the network security risks based on the status of Qingdao municipal e-government network and proposes a three-dimensional, hierarchical model for the e-government security platform. Under the unified organization management system (management security), a secure system is established, that includes physical security,network security,application security,data security. The specific operation of security services will achieve security goals. This model is based on the relevant network security technology research. Through this model, the author gives the solution of security to Qingdao municipal e-government network. The solution include an physical environment monitoring system and a lot of security technology, such as the using of integrated network anti-virus technology, terminal security management, firewall, IPS,PKI, GAP technology etc. All of them work together. The GAP makes rapid exchange for network data security. Through building in the physical environment, the author verifies the feasibility and practicality of the solution. It reached security needs of the Qingdao municipal e-government business.The Qingdao municipal e-government uses a concentration operation mode. All the municipal departments share a unified network platform and application service platform. Although this security solution aims at the problems that occur in the Qingdao municipal e-government operation, but because of the common e-government, the security solutions of this article have some reference value to prefecture-level e-government and a large scale network system.
