The information and communication technology (ICT) revolution is spreading to the developing world and brings with it the promise of major technology leapfrogging, which will contribute to rapid modernization of economies of developing countries. In order to reap the opportunities offered by information and communication technology, Thailand may find it necessary to identify a set of policies and visionary to encourage the creation, diffusion and use of knowledge, which should from a basis of a sustained growth strategy.The ICT contribution for Thailand to create good governance, ICT infrastructure to have a good strategies and policy frameworks is to building a knowledge capital to create an innovation with a different approach according to priorities and capacities. ICT would not help unless a good strategies and policies has implemented and enforced. All the government ICT policy and framework should aim at promoting national knowledge systems to support the competitiveness of national economiesOne way to achieve that is to systematically coordinate the policies of different ministries at different levels, build up a good ICT infrastructure, harnessing a policy and put it in place and should entrusted overall policy making to the same organization which formulate policy as an integral part of science and technology.The most important of ICT development in developing country such as Thailand is put the ICT policy and to promulgation of the policy and make it in to action. ICT policy in Thailand should also address the digital divide between rich and poor which is government should become a main sponsor and take action. For Thailand many challenges for government that need to be tackled in order to close digital divide1. Invest in the development of human capital to capable of absorbing and effectively using new technologies, invest in skills training2. Provide protection and security to safeguard users under cyber crime law3. Build up and upgrade ICT infrastructureGovernment policy is an instrument in the development of ICT sector particular the area of telecommunications infrastructure and services due government policy can contribute to creating a more competitive market in term of lowering prices and improving the quality services. Government can also strengthen technical educations and training in order to create a high skills workforce for the information technology industry also in the field of research and development. Government can use ICT to changed a development paradigm and drive innovation as long as ICT policy has been implementedTo be come and electronic government, the government for the people where people can easily access ICT even if in the rural and remote area to communicate to government and others and to develop digital skills transfer data information to extend the benefits of ICT to poorer to overcome the difficulty beyond the geography boundaries to support the livelihood, mean of living or people who living in poverty by providing an access channels to information, services and financial resources from government due internet is the great equalizer.Due to the era of information and communication technology those who can access information would have competitive advantages over others who can not this is the a crucial step that the government need to take action and play a major role even though the economic development during the past has a rapid change and a tremendous progress but the poverty target in Thailand is needed to be address. While Thai government try to raise a standard living for the well being of the poor, senior citizens, disabled people, many issues need to be addressed and emphasized.The Thai government by the Ministry of Information and Communication Technology has play a crucial role in term of using information technology create a knowledge based society for a better life, a policies to support a knowledge creation, create a good governance by using information technology to interact with people and response to the need of people such as government funding and government procurement, knowledge diffusion by using ICT with help country overall in term of economy, strengthening the national innovations systems, investing in science and technology education and training by creating IT infrastructure to create an opportunity for all, bridging the digital divide and technological gap also with the international cooperation especially China.The Ministry of Information and Communication Technology (MICT) who is in charge of improving government efficiency, promoting the use of ICT, providing a better service to citizens and businesses and bridging the digital divide. Since the Ministry was established on 3 October 2002, The E-Government strategy was mentioned for the first time after that the Government Information Network or GIN were started that aim to give a better service as the one network for government agencies and to create a borderless environment for accessing, contacting to the government agencies with different channels to create a fast, accurate and reliable information.This thesis research chapter one start with the introduction of the Ministry of ICT and then chapter two and three focus on the relationship of the Government Information Network (GIN) and Ministry Operation Center (MOC) at the Office of the Permanent Secretary a Cyber Inspector Bureau place where I work. I focus on an analysis of existing network system architecture design at present both GIN Network architecture and MOC network architecture and how to improve those network architecture by using a different network design approach which I believe that help CEO, system administrator, network administrator to minimize risks and vulnerabilities by using firewall as a center of security management and access control before enter to the internal computer networkThe idea of network system architecture using three tier firewall system architecture approach due I believe that can help to manage, monitor and control and maintenance over all network in a big picture. Chapter four is about the Thailand ICT development direction, security architecture framework, security policy, Thailand cyber law and how China could help Thailand in term of the relationship and cooperation between the two countries...
