Archives Service System Study Based On Citizen Cultural Right

The citizen cultural right as well as the political, economic and social rights, are the basic rights for a citizen to participate in social life. With the rapid development of economy and the constant improvement of living standard, citizen's spiritual culture needs and their demands of culture rights are increasing constantly. Paying attention to the cultural rights,providing cultural services and constructing a nationwide public cultural service system have been being received wild concern by our government and society. Archives as an important part of the cultural institutions, it plays a great role in guaranteeing the citizen's cultural rights. Therefore, this paper starts with the citizen's cultural rights, mainly discusses how does the Archives build services security system and accomplish citizen's cultural rights.The first chapter lays the foundations for the later chapters. Firstly, it reviews the research status quo about the cultural rights of citizens at home and abroad, including the Archives, Archives and cultural rights of citizens. Secondly, it illustrates the research methods, purpose, innovations and values of this paper.The second chapter explains the connotation of the citizen's cultural rights and the archives service system, analyzes the meaning of guaranteeing the citizen's cultural rights, discusses the principle of constructing Archives service system, emphasizes the necessity and correlation of guaranteeing the citizen's cultural rights with building Archives service system.The third chapter focuses on the contents of the Archives service system and presents viewpoint on how to guarantee and accomplish the citizen's cultural rights from six important aspects that are the Archives information resources service, the infrastructure configuration, the cultural rights service, marketing development, supervision and evaluation system, safeguard mechanism.The 4th chapter points out the major environmental barriers in protecting the citizen's cultural rights and constructing the Archives service system that are the imbalance of regional economic development, the hysteresis of the Archives system, the backward management of the Archives management and the lack of quality education of citizens, also proposes some suggestions and strategies of solving these problems.The 5th chapter is about the conclusion and the prospect.
