On Public Culture Service Of The Public Archives

Since the Party and nation emphasize on the construction of cultural, research of public cultural service has become a hot spot concerned and researched by academic circle and practical department.Therefore, it achieved affluent results on this research. All levels of national public archives which are provided with the public culture function interpret of the connotation of public culture, based on its rich archive collection, a variety of archive compilation products and unique architectural style. It becomes an important cultural symbol in a place the same as the cultural centers, museums and libraries. As the starting point, the paper expounds the theory evidence of comprehensive archives and public cultural service and practical background. The comprehensive archives make full use of its public cultural service efficiency and function and assume corresponding social responsibilities as well. Accordingly, as the purpose of this study, it can achieve greater social influence for comprehensive archives and strengthen society archival consciousness for citizen. The full text is divided into the five parts:The first part is the introduction. It discusses six aspects:research purpose, research significance, research status at home and abroad, research methods and ideas, the innovation and deficiency. The second part is an overview of relevant theories of comprehensive archives about public cultural service. It introduces the background, definition and characteristics, the organization support system of public cultural service and expounds the nature and function of the comprehensive archives. This paper is also pointed out that comprehensive archives play an important role in the public cultural service and puts forward the meaning and content of comprehensive archives and public cultural services. The third part gives an example of the Shanghai Archives of the Bund. It introduces the current situation of part of Comprehensive Archives in China that have taken the lead in developing public cultural service. The fourth part analyses the restricting factors of the comprehensive archives public cultural service in archives management system, archives service mechanism, talent management, the archives resources, infrastructure, investment and other aspects on the basis of public cultural service general situation of comprehensive archives. The fifth part is the path on improving the comprehensive archives public cultural service. The comprehensive archives should change the traditional service concept and enhance service consciousness as starting point. It could construction some countermeasures in such aspects:establishing a new public image, promoting the system reform comprehensive archives, perfecting the construction of archives collection resources, service system, innovating the service mechanism of comprehensive archives, strengthening the construction of talent team and building a multi-channel fund raising mechanism.
