The present paper firstly analysed the detailed operational requirement analysis of the fire fighting troop, on the basis of which the framework design and function design of the arrangement of the fire fighting force are proposed applying the UML. In order to deploy the fire fighting force more effectively, the decision-maker needs not only the present data but also the past data. The function analysis of the system could meet the need of the complicated decision-making processes. Under this circumstances, a new model of data storing and processing---houseware, is needed. 'Houseware is a subject-oriented, integrated, online, loss-prof data collection'. Data houseware is semantically the same with data storing, which can be considered as the physical realization of the decision supporting data model and meanwhile contains the decision-making information of the fire fighting force. The houseware is usually be deemed as a system. Different kinds of sources of data are collected together to supporte the structuralized and specialized inquiry and analying report as well as making decisions. The houseware has three main functions. First, the houseware has the function of supporting report forms and the drawing chart. Second, houseware supports the multi-dimensional analysis.Third, houseware is the key basis of data digging technique. The multi-dimensional data collection (cube) designed in this paper is to meet the need of the fire fighting usage. Therefore, baring the basic fire fighting processes and the arrangment of the fire fighting forces in mind as the dimension, we established a multi-dimensional data model. In the realization of the decision-making process of the arrangment of the fire fighting forces, we developed a formula of the arrangment of the force on the basis of the arrangment method and the data discovering techniqe: m*c*i+m(n-1)+1,m*c*i+m(n-1)+2…m*c*i+m(n-1)+m (In the above formula, n represents the sequence number of the areas responed after the average value of these area in a given period of time are allocated as the falling power. C is the number of the smaller branch of the fire fighting forces, m= 1,2,3…represents the average value of the fire fighing forces allocated; the smaller of the number is, the more average the arrangment of the fire fighint forces is. i=0,1,2,3…) They can adjust the fire fighting force arrangment according to the c and m. This system adopts SOCKET communication technology. SOCKET has offered a communication port in the computer through which this any compunications can be conducted with SOCKET interface. The application program transmits in the network, the messages received are all realized through thisSOCKET interface. Just as using the file handle in application and development, we can read and write with SOCKET handle. Each squadron at the basic level in the system and firing prevention in the department will install a SOCKET customer end, whereas the SOCKET serve end is installed in the detachment. At the basic level squadron, fire prevention department and detachment set up and join through INTENET in the center end. In this way, we can guarantee that the police's detachment can transmit the information to the squadron and fire prevention in the safe department. Meanwhile, fire prevention can withdraw the data needed from squadron safe department, and squadron and fire prevention safe department can also convey data to centre end detachment's headquarter voluntarily. This system adopts OLAP technology and WEB technology and data to excavate technology and combine together, produce two pieces of new developing direction of OLAP --WEB OLAP, OLAP + data are excavated . The network is the expressway in information age. With the development of Internet technology and popularization of the network, people's understanding of the application of the network is new. Combining WEB technology with OLAP, a new direction in the range of application which has expanded OLAP; and it becomes a new trend in OLAP development. The customer submits and analyses the asks and then give WEB Server through WEB Browser. WEB Server asks for and refers users' analysis to the server. HTML language is changed into SQL sentence. In this way the user server finishes to analysis the operate and then hand the requirement the WEB Server and then WEB Server will give the result back to the users. Combining WEB technology and OLAP technology has the following advantage: WEB technology and OLAP technology accord with the fund that can be developed sparingly. The customer end adopts the unified WEB Browser interface, which can reduce users' training expenses. WEB is an inter-platform environment. Users can pass the unified WEBBrowser interface to finish necessary OLAP to analyse and operate, but need not consider their operating system platform . The fire fighting forces arrangment analysis system adopted the OLAP and data digging which are complementary though on different emphasis. OLAP emphasied on the interactive and fast response speed of the customer and the multi-dimensional visual diagram of the data provided. The result of the OLAP provided the basis of the data digging and necessary information. On the other hand, data digging can deepen the OLAP analysis and find the more complicated and sophisticated information that can not be explored by OLAP. All of this becomes the basis of the decision of the arrangment of the fire fighting force. The fire fighting forces analysis system meets the needs...
