With the development of multimedia and internet, the real-time transportation of digital video, which has been widely applied in distance education and video conference, becomes more and more popular in computer science. Considering the magnitude of data and the sensitivity to delay, video data should be compressed.The article analyzing the drawbacks of using popular hardware coders such as high price, lack of flexibility and difficult to edit, and put forward the mind of realizing real-time transportation of digital video by software as well. Researching the probability, flexibility, adaptability of coding/decoding by software, then point out the problem of this method and give the solutions.According to the features of different applications, the article discussing the key technology of coding efficiency, transfer reliability and delay decreasing. There are two arithmetic put up with the features of distance teaching image, also testing and comparing the performance of the algorithms.There are deep researching in network transfer structure and the protocol in application, specially give a plan to alter the fragment/reassemble protocol witch described by Petri net, also give the realization and application of the broadcast transfer design.The article summarized the value of the achievement adopt the application such as distance teaching, video conference and LAN management. Author also tell the important relationship between the theory and really project according to the author's own teaching task.
