Hydrology engineering is very important which affects the national economy and the people's livelihood. The hydrology telemetric system is a key component of informationization in the field of Water Conservancy.But with the development of society informationization,the traditional network and the mthod of the hydrology telemetric system become bottle-neck of informationization in the field of Water Conservancy.To seek a new bear platform of the hydrology telemetric system,and make it suffice the need of informationization in the field of Water Conservancy better and syncretize or share the imformation with other data net become very urgent.Wirless communication technology is the most potential one technology, cell mobile communication system is the most important extensive communication technology.Wirless data operation makes great progress(such as WAP browser, MMS and Email technology),in the future,the total IP wirless net and high speed wirless data operation will be applied more widely .This article's purpose is not onlymaking use of mobile communication net(such as GPRS net) to provide a universal transfer tunnel for hydrology telemetric system obtaining abundant information but also joint the different systems or Hydrology system and other data net without any aperture.So as to build a applied,universal , extending easily and upgrade Hydrology Information Telemetric Transmitting Platform—HITTP which independent on bearing net-work.According to the characteristic of hydrology telemetric system.This paper studies the HITTP from the angle of analysis and designing.The key work that has been done is below: ◇ According to the request of Hydrology system's real-time characteristic,analyse and study GPRS' dada operation and time-lapse capabilitythoroughly.At last it gets a result that GPRS's dada operation satisfies the need. ◇ Making use of SIEMMES's phone-3118 to experiment and debug. From datalink layer ,realize the communication between the phone and web server.Depending on this , in order to guarantee the valid transferring of plaintext,control information and static image,author absorbs the real time control protocol RTP/RTCP which is used widely in multimedia field.It has favourable value contributing to industrial and measure fields which need real-time characteristic.At last ,realize the purpose to build Hydrology Information Telemetric Transmitting Platform.Then discuss it's composing theory and realizing detailedly.◇ Analyse the protocol stack of HITTP and it's per layer protocol.◇ To guarantee the HITTP's haleness, maintenance easily, patulous strongpoint,author put up with a finite automaton model.Then prove it's ormalization and realize it by program.◇ At last ,analyse HITTP's capability and prospect it's applied value in the high speed wirless data transferring future.
