The traditional software development approach — structurization analysis, design, programming — is "facing the task", and it often causes the nonconformity of analysis and design, and the software developed by this approach lacks reuseable, expandability and maintainability. So, the academia has put forward the software development approach based on component. The software development approach based on component(CBD) regards software framework as the blueprint of assembling and reuseable components as assemble pieces, it be able to support reuse of assemble software also. It is one of the effective ways to improve the production efficiency of the software and product quality, shorten software construction period. In COM, the hierarchical structure of component, object, interface makes CBD possible, and with the help of MTS and DCOM, we can set up highly reuseable, expandability, multi-tiers distributed application system, utilizing COM+ new technologies such as CLB(Component Load Balancing), IMDB(In Memory Database), we can improve systematic operational efficiency.This thesis has expounded the software development course based on component of the water management system especially. The business procedure and the data content of Irrigated area have a heavy similar very, so we can draw out a large amount of parts in common use that can be reused. If we pay attention to systematic reused in the course of developing, it can improve systematic development efficiency and maintainability. As for as the peculiarity of the business procedure and the data content, the thesis has expounded how to establish the business component and multi-tiers distributed water management system with COM+ technology. In addition, aim for the great amount of information and the complication of information's transaction, the thesis has expounded the component WebGIS technology and the application in system.
