Geographical Information System reflects the situation of earth space which the mankind society live on with data, the transition of the every kind of space data, and describes the peculiarity of those space data . It supports the input, output, deposition and showing of the space data and the data of peculiarity. It supports the searching, analyzing and aided decision of the geography space information.Along with the development of the technology of distributed network and the presenting of the concept of digital earth, the traditional GIS is developing to the direction of the information shared network. The WebGIS is the organic combination of GIS and network, and it is expanding the applied field of GIS to any aspects of the mankind society, being the popular information tool.SVG is a text vector graph described language what is open standard. With the SVG, we can display the every kind of high qualify vector graph on web page. Meanwhile, the SVG supports many familiar function of graph dealing, such as the sketch, word, animation, color etc. Most key of is: the SVG completely is described in the common texts, and also is to say, the SVG is a kind of graph format based on text, and it is specially designed for Internet. And because of the SVG original from the XML, therefore the extension of SVG is very strong, and it can describe any complicated graph.The emergence of SVG provided a new method for the research and application of WebGIS.The paper discuss that make use of the characteristic of SVG to realize the WebGIS system according to the plug-in technique. The research work of the WebGIS base on SVG is a new subject. At least, we haven't heard that someone be engaged in this aspect in China.
