With the advance of archives' importance, Open Archives Activity becomes more and more important. And the electronic government and information technology provide advanced exterior conditions for the development of the open archives activity.This dissertation includes six parts:Part 1 introduces the definition, the motive, the conditions, and the significance of the Open Archives Activities.Part 2 discusses the basis of the Open Archives Activity. The well-knit basic work offers good conditions for the opening work. Firstly, to do filing work well; Secondly, to enhance the archives holdings.Part 3 discusses the principle of the open archives activities. The open archives activity must follow these principles: extension principle, exemption principle, obligatory principle and feature principle.Part 4 discusses the methods and processes of the open archives activity. It is the emphasis and difficulty in the whole work. There are six sections in this part: to affirm the department of the archives' declassification; to form the open group; to standard open archives' process; to disseminate the archives that will be open; to use the scientific appraisal method; to analyze the sensitivity archives opening concretely.Part 5 discusses the open archives activity in the network conditions. Firstly, to build individuation web; Secondly, the archives should establish advanced access to its databases; Thirdly, to learn the experience of the Archives Research Catalog and the Access to Archival Databases System of America. Lastly, to organize an open archives forum in network.Part 6 discusses the questions that we need do: to keep secret for users; to ensure the safety of the archives during the open archives activity.
