Along with the sustained promotion of educational informization and the continuous deepening of network teaching development, network teaching resources play a more and more important role in teaching. Teaching resources are the key components of network teaching and important guarantee for its smooth performance. This thesis focuses on the existing problems related to construction of teaching resources at present, the organization, evaluation and safeguard measures of network teaching resources are studied comprehensive and specific under the direction of Technical Specification for Educational Resource Construction(CELTS-31) and information organization science theory, which could not only improve the science and standardization of resources construction, but also achieve the sharing, utilization and evaluation of resources and improve the teaching efficiency.This article summarizes the successful experience and the existing problems of construction of network teaching resources by using methods of investigation, interview and literature review, and measures the user's needs through questionnaires. An organization chart of network teaching resources is proposed combining its characteristic under the direction of information organization science theory. A process model of network teaching resources construction of information subject is put forward under the direction of Technical Specification for Educational Resource Construction. And it describes in detail the process of network teaching resources construction. The article focuses on the organization and construction of personalized resources, and evaluation and safeguard measures of network teaching resources construction are carried out extensive research. The innovation of this thesis is that the user's cognitive characteristics, the real needs and characteristics of subject impenetrate each step of the process of resources organization.A model of network teaching resources construction of information subject could be referenced for the resources construction of information subject and other subjects. This will be favorable for enhancing the teaching effectiveness and the informational application level of school.
