In the process of the rural primary and secondary schools layout adjustment, some local authorities took a one-sided view to equate the school scale with efficiency, placed the strength on impractical "combination of schools", have only paid great attention to the school scale expansion and the enhancement of productive quantity, but paid little attention to the reasonableness of school internal division and quality of education improvement. Emphasizing the school scale and educational costs but neglecting the quality of education have deviated from the purpose of school education that "for the people" and "for the people's comprehensive development". Under the surface phenomenon of vigorous development of rural school education, the serious structural shortage of teachers in some rural schools, teachers professional level is very low, have affected the improvement of teachers'education services efficiency and the quality of education and the students comprehensive development. In view of this, it is necessity that we shall research the relationship between school internal division of labor and teachers' specialization level and the utilization efficiency of educational resources and the quality of education.Educational characteristics of school organization determines that the utilization efficiency of educational resources is not just a question of education cost and students quantity, the main question is the quality of education. School scale economics theory regards efficiency as the expansion of school size, emphasizes more students possessing the fixed educational resources to reduce the educational costs. this theory does not contain quality factor or regards education quality as invariant. Therefore, the scientific nature to use school economies of scale theory to guide the development of rural education is open to discussion. New Classical Economics have an opinion that division of labor and specialization is a source of income increasing in an organization. To schools, improving division level of teachers to form more professional production can gain higher education service production efficiency, and the efficiency mainly refers to the high quality of educational output, but this will also generate more transaction costs, and form a dilemma conflict. Therefore, it need enhance transaction efficiency within schools to compromise this dilemma conflict, to make the increasing educational costs and transaction costs not affect the high education services production efficiency, to ensure school education quality. Such can better improve the utilization efficiency and reduce the scarcity degree of school educational resources.For that reason, according to the current situation of rural education development, The government should strengthen to input quality human resources in rural schools, reduce the structural shortage degree of teachers, simultaneously should also strengthen the teacher discipline specialized accomplishment and professional ability training, perfect incentive mechanism to improve teachers'teaching efficiency; the local authority should adjust the school layout discretely, pays great attention to the unification of education efficiency and quality; rural school development needs to emphasize both the moderate scale and reason internal division structure of teachers, the utilization efficiency of school educational resources can be ensured by improving education service production efficiency and quality of education.
