A national education development situations are closely related to the level of economic development. In the circumstances of that education development is relatively slow and economic level is relatively backward, education resources are relatively poor, In this case, the country can't support or only part of nationals can gain the right to education. After decades of development, China's economy has been growing fast, and compared with the previous, education resources are adequate.The country has sufficient financial to support the balanced development of basic education, so education fairness is gradually put on the Party and the state's agenda. Education fairness and education public are an important guiding ideology of the development of chinese education in a long period now and future.The purpose of this paper is thinking practice problems of education fairness we Chinese faced to; constructing development mode of basic education that government is the center, market and society are the wings; realizing dynamic balance between education and economic development; guaranteeing the national education opportunities and quality, and ensuring national economy healthy and stable development, thus, to lay the human resource foundation for urbanization promoting steadily and socialist modernization realizing.The first chapter's main contents are development situation and situation analysis of China basic education of urban and rural. In first quarter, the author describes the development situation of China's urban and rural basic education from longitudinal and transverse two aspects. In second quarter, the author uses comparison analysis, empirical analysis method and figure, table tools, and makes a detailed and objective analysis about the general of China's basic education disparity in urban and rural, specific data and basic education condition of stay-at-home children and children of migrant workers respectively; and introduces a effective tool—Education Gini Coefficient making more in-depth analysis on urban and rural's basic education disparity. In third quarter, starting from influence of dual structure in urban and rural economy on urban and rural's basic education disparity, the author analyses the historical reason of basic education disparity; Subsequently, emphasizes system reason of increasing the basic education's inequality and unfair; Finally, clears many factors causing the urban and rural's basic education disparity, including local government, family and school, etc.The second chapter's main contents are international experience analysis of realizing basic education fairness. This chapter starts from the analysis of policies and measures taken by western developed countries for basic education fairness, clears reasonable factors and effective measures of the United States, Britain and France's education policies, and proposes beneficial reference for Chinese basic education fairness development; Secondly, developing countries also have many worthy of emulation; International organizations and nations have radically different, but the efforts of the basic education is worth using for reference for China.The third chapter's main contents are path exploring of realizing the basic education fairness between urban and rural Areas. On the basis of the former chapters, clears the basic ideas of solving disparity between urban and rural education: To solve the problems of disparity between urban and rural education from the realization of social justice and urban and rural development, To pursue unity of education efficiency and fairness;To implement and strengthen education quality comprehensively; To increase the education input, strengthen the construction of the teaching staff, accelerate education legal system construction process. Clearing education and government, market and society relationships are premise of realizing basic education fairness; System security is the key to realizing basic education fairness; Financial security is the support of realizing basic education fairness; The key lies in solving the problems in basic education which exist both at stay-at-home children and children of migrant workers, realizing education fairness between urban and rural areas.
