Ever since 90s of last century, reform and restructuring of the education system and structure in China has taken place on unprecedented wide and in-depth scale. In various kinds of reforming, merging of universities is of the most advanced level, it causes great impacts and shock, also arouses most disputes. In this thesis, the author analyzes and defines the background and progress of the merging of Jiangsu Universities, the development and variation of merged universities, and major problems in the process, also possible countermeasures and solutions to the problems.The main body of this thesis consists of three parts. Part one is the introduction about the background of emerging of universities in the view of the need of five aspects as the high education reform, intellectual training under the market economy, change of government function, the competition of high education and serving the local economy development. Meanwhile, the author also explore briefly about the process of the merging of Jiangsu universities, the types and the variation of the universities' development. Part two is the analysis of the problems and reasons for the merging of universities regarding the cost and benefit of the merging, burden of debt, psychology state of teachers and students, joining of culture, teaching staff and the training of intellectual, and positioning of development etc. In part three, the author proposes the solution to the major problems in the merging of universities. The major solution includes: to reduce the cost by conditioned exchange the old campus for the new one, to reduce the burden of the university debt and development pressure, to promote the blending of all different aspects of the universities according to the rule of "Five Unification", to motivate teachers and cadres by reforming the personnel management system, to better convey the characteristics and advantages of universities through overall planning and scientific positioning of the universities.This research is based on the current condition of high education development, focused on the future development, the solutions proposed could be used as reference in further reforming the high education and enhancing the merging of universities.
