A Study On How To Prevent And Control Minor Offenses In Fujian Province

Minor offenses are a serious social problem, They have certain causes, conditions,regular rules and development tendencies as others. Our study group take juvenile offenders, the young in the penitentiary in Fujian and the students in "work-study" schools in Xiamen as our research targets. After half year's investigation, sending thousands of questionnaires and talking with police, minor transgressors and the clerks in the penitentiary, we've got plenty of original information .By analyzing it, we find minor offenses in Fujian Province has its characters of groups, possessions, juvenile, violence; multiplex, intelligent, fervid. The main causes of minor offenses are the factors from themselves, their families, the schools and the society. The strategy of preventing and controlling minor offenses is that we should form the "school-society-family" educational system and master their mentality and changes before they commit; improve the laws to protect minor; follow the principle of "mainly education, accompany with punishment" and enhance moral education, knowledge study, and professional education.
