The crisis management of public heath emergency is composed of 3 phases, i.e. routine crisis management, crisis reaction management and crisis recovery management. Routine crisis management known as the basis for crisis reaction management is a preparation process launched before the occurrence of the assumed crisis of public health. It is essential to establish specialized crisis management agencies, constitute various prevention systems and enact counterplans against public heath emergencies in higher learning institutes. Crisis reaction management, actually, an inspection on the abilities of the routine management, is the process of starting and bringing into effect the counterplan of crisis management. As the core of the management of public health emergency in higher learning institutes, it aims at eliminating crisis and laying foundations for recovery from the crisis. Focusing on the long-term development of the institutes, the crisis recovery management is to establish long-term mechanism in preventing publish health crisis and to restore the order of higher learning institutes. Crisis management evaluation plays an important role in the management of public health emergencies of higher learning institutes. The major task is to improve and perfect crisis management systems to enhance the emergency handling and restoring ability and draw lessons from crisis to prevent the reoccurrence of the crisis alike.
