Giving the poor students the equal opportunities to enter the university and get education is one of the important policies of "rely on science and education to rejuvenate the nation" strategy. Several suggestion on further accomplishment to National Loan for students by ministry of education, ministry of finance, the people's Bank of china and China Banking Regulatory Commission on June 8th,2004 point out clearly that the government establishes the policy of compensation for risk and 15% of the loan the risk ,are beard by our country and schools, each of them taking half of the loan, however , this are only limited compensation and never foster the bank's initiative, which lead to the unwillingness of the banks towards the carry-out of the nation's poling...
