There are many puzzles and problems in the primary and secondary school teachers' professional development at present in our country, everybody has his own opinion. In the course of investigating and tackling them, the author holds the views that the essential reason for exiting so much problems in teachers' professional development is that the misunderstand for the value orientation of teachers' professional development. Since ancient times human activities are conductive to choose their own side, the so-called principle of value. As the historical and cultural heritage of teachers who are engaged in legitimate activities are valuable significance, and even teachers themselves in our country has been the incarnation as a value, thus the inevitable was placed too much hope, especially in the current transition from a planned economy to a market economy in China particularly. The demand for talents to enhance the quality of education and the needs of a large wave into the professional development of teachers for primary and secondary teachers. Identity teachers need professional career with expertise, professional autonomy, but the process of modernization in China utilitarianism tendency of the major policies that primary and secondary education in the professional development of teachers in a dilemma of a dilemma. From the progression analysis to the meaning and essence of value, the history of the professional development of teachers, Inspection of the status and issues of professional development of teachers. the thesis tries to clear the orientation of teachers' professional development, comb the unknown reason, rectify the error , uphold the humanistic concern inspired the teachers professional development.The Thesis divided into six parts. By using various research methods, from giving a combing and comparing about the meaning and essence of value, teachers' professional development, the thesis make a conclusion that the reason of my primary and secondary teachers' work and life are utterly exhausted just because the value deviation in their professional development, seeing that, taking measures accordingly.
